Whale - a meme making app by Facebook, lets you use your own images or from their stock photo library and add text & effects and more from the app.
The app has been developed by NPE Team, from Facebook. Whale – Meme Creator, enables you to create memes by adding text, images, emojis, filters, and more effects to photos snapped in real-time, chosen from your camera roll or the stock library.
The app currently doesn't ask for subscription fees. It offers customizable options, various tools, effects such as laser eyes, vortex, bulge, and more. You can save your memes to your camera roll and/or share them on social media from the app.
The app is currently only available in the Canadian App Store and requires iOS 11.0 or later versions of OS.

The release of this app on other operating systems such as Android or to more countries might come after phases of bug-fixings and improvements.
A wider roll-out also depends on the popularity and traction this app gains. Presently, there are a ton of meme-making apps available on Android and iOS such as Meme Factory, Memedroid, Mematic, Meme Chat, and more.
Most of these already offer the tools and options that Facebook is offering and most of them are also free. Whale would have to offer more than what other apps do.
Memes have also become a new marketing language, so if Facebook provides access to this app to brands, it might prove beneficial for both - Facebook & the brands.
More features that integrate Whale with the Facebook family of apps would also give an upper hand over other apps.
